Why doesn't 麻豆原创F have a higher education degree program?

I just started the MPA program at 麻豆原创S, about 1/2 to 2/3 of my class are all 麻豆原创F or Fairbanks-based students. Everyone is wanting to pursue the higher education concentration the MPA program offers. Why doesn't SOM or SOE develop a higher education program instead of losing all these students to 麻豆原创S?
